Fairfield Council OKs Vista Ridge Hotel Conversion on 4–3 Vote With Referendum Drive Looming

The approval binds the site to 55 years of supportive housing operations under a $23 million Homekey-backed loan.

Overview

  • After a lengthy meeting, the council approved the project 4–3, rejecting Mayor Catherine Moy’s motion to delay; Moy, Vice Mayor Pam Bertani, and Councilmember Manveer Sandhu voted no.
  • The vote authorizes loan, regulatory and standard agreements for a $23,071,081 loan on a 55-year term, with more than $21.5 million from California’s Homekey+ program.
  • The plan converts the SureStay hotel at 3331 North Texas St. into 50 one-bedroom permanent supportive housing units, a project estimated at about $26 million with roughly $1.5 million in city funds.
  • Citizens Against Vista Ridge says it will launch a referendum effort seeking about 7,000 valid signatures within 30 days and pursue immediate legal action.
  • The project still depends on a Homekey grant award and additional permits; city staff cited local need, including hundreds in the housing queue and a plan to reserve 10 units for veterans.
