Ex-Randallstown Teacher Sentenced to 20 Years for Sexually Abusing Student

Prosecutors described calculated grooming of a vulnerable 16-year-old that exploited the authority of a teacher.

Overview

  • A Baltimore County jury in June found Carlos Arroyo guilty of one count of sexual abuse of a minor and two counts of second-degree assault.
  • Judge Thomas R. Tompsett Jr. ordered a 40-year sentence with 20 years suspended, followed by five years of supervised probation and lifetime sex-offender registration.
  • Court records state the assault occurred in Arroyo’s car at the Owings Mills Metro Station after he had been giving the student rides and buying her food.
  • The defense asked for home detention, pointed to acquittals on other counts, and Arroyo apologized to the court and the victim.
  • Baltimore County Public Schools hired Arroyo in 2022, placed him on leave after his 2024 arrest, and he is no longer employed by the district.
