Ex-Police Federation Chief Guilty of Gross Misconduct Over Widow Remark

John Apter, former head of the Police Federation of England and Wales, was found guilty of gross misconduct for making a sexual comment about Lissie Harper.
The remark was made shortly before Lissie Harper collected a posthumous award for her late husband, who died in the line of duty in 2019.
Apter's comment was deemed inappropriate during a staff meeting at the Roads Policing Conference in January 2020.
He was cleared of separate allegations involving inappropriate comments to a pregnant colleague and touching another woman's bottom.
Apter had previously spoken out against misogyny in the police force, emphasizing the need to eliminate sexist culture.
