Ex-INM Chief Garduño Delivers Court-Ordered Apology Over 2023 Juárez Detention Fire

The apology was mandated as a condition for a court-approved suspension that victims' lawyers are contesting.

Overview

  • Speaking at Mexico City's Museo de la Ciudad, Garduño read the names of the 40 dead, acknowledged rights violations and asked relatives and survivors for forgiveness.
  • Relatives and survivors said a scripted apology does not replace an exhaustive, independent investigation, with some offering personal forgiveness but rejecting closure.
  • Judge Víctor Manlio Hernández Calderón set the apology and human-rights training as requirements for suspending prosecution for alleged illicit exercise of public service and omissions.
  • Victims’ representatives say the suspension is under appeal and note at least six related criminal cases continue against migration agents, a private guard and others.
  • The March 27, 2023 fire killed 40 and severely injured 27 after guards were recorded leaving locked cells, and NGOs are pressing for full reparations, humanitarian status for survivors and structural changes to detention policy.
