Overview

  • A U.S. executive order ending tax-free de minimis treatment takes effect August 29, making shipments valued at $800 or less subject to duties with exemptions for documents, books, and gifts between individuals up to $100.
  • Spain’s Correos will halt acceptance of low-value packages to the United States and Puerto Rico starting August 25 after admitting items only until August 24 at 23:59, with the pause in place until new procedures are implemented.
  • Deutsche Post DHL and other national operators are pausing postal shipments of goods to the United States, while DHL Express services continue to operate for customers able to use that channel.
  • Postal providers across Europe announced staggered timelines for suspensions, including immediate pauses in Germany, Denmark, Sweden, and Italy, with France and Austria following Monday and the U.K.’s Royal Mail on Tuesday, as PostNL and others work on interim solutions.
  • Operators say they need clarity on who will collect duties, what additional data must be provided, and how to transmit it to U.S. Customs and Border Protection, warning of significant disruption to cross-border e-commerce and postal logistics.
