Overview

  • Under the new rules, only bags measuring up to 40x30x15cm will remain free in the cabin, with larger items subject to airline fees.
  • Compensation eligibility for flight delays will begin at four hours for short-haul services and six hours for long-haul journeys.
  • Payouts for delayed trips will increase to €300 on shorter flights and decrease to €500 on long-haul routes.
  • Spain, Germany, Slovenia and Portugal voted against the reforms, arguing they could impose extra costs on nearly all cabin baggage.
  • Airlines backed the changes for reducing legal disputes over baggage fees, but consumer groups warn they undermine compensation entitlements.
