European Commission Completes Screening of Ukraine’s Laws as First Accession Talks Near

The Commission will transmit its screening report to EU capitals, with opening of the first cluster contingent on a Ukrainian Council green light.

Overview

  • Brussels wrapped the formal review of negotiation chapter 22 on 29–30 September, following six presentations by the Ukrainian delegation.
  • Commissioner Marta Kos confirmed the screening phase is complete and voiced hope to move to talks on the first cluster soon.
  • The process examined more than 100,000 pages in under a year, part of a broader effort that officials say included 34 meetings and over 700 presentations.
  • Ukraine showcased technical alignment measures such as the NUTS‑UA territorial classification, a regional development geo‑information system, and public investment reform.
  • The Commission’s report to member states could clear talks or set initial conditions, with sensitive national‑minority issues highlighted as central to early and final clusters.
