Europe and India Suspend Most Small Parcels to U.S. as De Minimis Ends This Week

The abrupt end of the tax‑free de minimis regime has created operational gaps that postal operators say they cannot bridge before the Aug. 29 start date.

Overview

  • National posts including Deutsche Post/DHL, PostNord, Poste Italiane, La Poste, Austrian Post and others have paused low‑value parcels to the United States, with staggered cutoffs between Aug. 23 and 26 to avoid arrivals after the rule change.
  • India’s Department of Posts will stop accepting most packages to the U.S. from Aug. 25, keeping letters, documents and private gifts up to $100, and offering refunds for items it cannot dispatch.
  • Operators say CBP’s Aug. 15 guidance left key issues unresolved, including who collects duties, what extra data is required, and how to transmit it, leaving insufficient time to update IT and processes.
  • Deutsche Post said it cannot accept commercial parcels bound for the U.S., though express services such as DHL Express remain available for shippers.
  • PostEurop warns broader suspensions are likely without a fix before Aug. 29, noting the de minimis channel handled 1.36 billion packages valued at $64.6 billion in 2024.
