EUJordan Summit Confirms €3 Billion Pact, Investment Push and Security Talks

The meeting formalized a stepped-up partnership to bolster Jordan’s resilience to economic strain, displacement pressures, regional instability.

Overview

  • King Abdullah II hosted Ursula von der Leyen and Antonio Costa in Amman for the first EUJordan summit, which reaffirmed the €3 billion package for 2025–2027 under their Strategic and Comprehensive Partnership.
  • An investment conference set for April will target projects in sectors such as security, defence, education and youth, with work to expand trade by improving use of the EU’s simplified rules of origin.
  • Both sides will launch an EUJordan Security and Defence Dialogue in Amman this year and expand support for the Jordanian Armed Forces through the European Peace Facility and CSDP avenues.
  • The summit backed political and economic engagement with the Syrian government to facilitate safe, voluntary refugee returns, while reiterating support for a two-state solution and UNRWA’s role in Jordan.
  • Leaders agreed to hold the next summit in Brussels in 2028, with EU chiefs now traveling to Lebanon and Syria where further assistance is expected, as EU foreign policy chief Kaja Kallas visits Egypt.
