EU Weighs Suspension of Israel Trade Ties Following Gaza Rights Review

Foreign ministers will debate the ten options in Brussels after a report flagged potential breaches of the EU-Israel Association Agreement.

Overview

  • The European External Action Service identified indications that Israel violated its human rights obligations under Article 2 of the association pact.
  • The ten proposed measures range from full or partial suspension of trade preferences and political dialogue to halting participation in Erasmus+ and Horizon programmes.
  • Other options include sanctions on Israeli ministers, an arms embargo on weapons destined for Gaza, visa restrictions and a ban on imports from settlements.
  • Approval of most actions would require either unanimous support from all 27 EU member states or a qualified majority, and several governments remain divided.
  • In parallel, Israel has agreed to increase aid truck convoys and open border crossings to improve humanitarian access in Gaza, EU foreign policy chief Kaja Kallas said.
