Overview
- Announced on November 19, the package centers on a new European Military Mobility Enhanced Response System that can temporarily suspend normal transport rules and give military movements priority in a crisis.
- EMERS would allow derogations for customs and transport limits, including drivers’ rest rules, with activation proposed by a member state or the Commission, Council sign-off within 48 hours, and measures lasting up to one year.
- The Commission proposes roughly €17.65–€17.7 billion for 2028–2034 to upgrade around 500 identified choke points, while acknowledging wider network needs linked to Ukraine could reach about €100 billion.
