Overview
- EU ambassadors agreed on Friday to open the first negotiations cluster, called “fundamentals,” at an Intergovernmental Conference on Monday, June 15, formally restarting accession talks with Ukraine and Moldova.
- Hungary’s new prime minister, Peter Magyar, lifted the veto after reaching a deal with Kyiv on expanded linguistic, education, cultural and political rights for the Hungarian minority, but the agreement must be reflected in Ukraine’s EU action plan and domestic law.
- The fundamentals cluster focuses on core democratic standards such as the rule of law and judicial independence and is normally opened first and closed last in the 33-chapter accession process.
- Magyar has said Hungary will not back a fast-track for Ukraine and signalled a possible referendum if all chapters close within 10 to 15 years, so openings of further clusters are expected to proceed slowly and require unanimous approval by all 27 member states.
- The restart is a political and moral boost for Kyiv while it fights Russia, but the process remains long and complex because chapters are grouped into six thematic clusters, each needing individual agreement and sustained legal and institutional reforms.
