EU to Allow Up to Two Liters of Liquids in Hand Luggage at CT-Scanner Airports

ECAC-approved CT scanners must win EU certification before airports can grant two-liter allowances under enhanced screening protocols.

Overview

  • The European Commission plans to formally amend security rules within days, raising the hand luggage liquid limit from 100 milliliters to two liters at equipped airports.
  • The ECAC approved Smiths Detection’s Hi-Scan 6040 CTiX and similar CT-based solutions in June 2025 after tests showed reliable detection of liquid explosives.
  • Major hubs in ItalyMilan Malpensa, Rome Fiumicino, Bergamo, Turin and Bologna—and Germany’s Frankfurt, Berlin and Munich airports already deploy the approved scanners.
  • Airports Council International Europe has called the rule change overdue and urged a faster, more transparent EU certification process to avoid peak-season bottlenecks.
  • Several alternative liquid-detection systems remain unapproved and the timeline for their certification by Brussels is still unclear.
