EU Temporary Protection for Ukrainians Hits Two-Year High After September Surge

Eurostat said the spike coincided with Ukraine allowing men aged 18–22 to travel abroad.

  • EU countries granted 79,205 new temporary protection decisions in September 2025, up 49% from August and the highest monthly total since August 2023.
  • The number of people under temporary protection rose by 49,555 to more than 4.3 million by the end of September.
  • Poland recorded the largest net increase (+12,960), followed by Germany (+7,585) and Czechia (+3,455), while France saw a small decline (−240).
  • Relative to population, the highest ratios were in Czechia (35.7 per 1,000 residents), Poland (27.6) and Estonia (25.5); the largest totals were in Germany (~1.218 million), Poland (~1.009 million) and Czechia (~389,000).
  • The EU’s temporary protection regime is extended through March 4, 2027, and beneficiaries are over 98% Ukrainian, with 44% adult women, 31% minors and 25.1% adult men.
