EU Summit Reaffirms Support for Ukraine, Pushes for Stricter Sanctions on Russia

Overview

  • The European Council strongly condemned Russia’s ongoing bombing of Ukrainian civilians and infrastructure and called for a full, immediate ceasefire.
  • Leaders welcomed the adoption of the 17th sanctions package and urged faster measures to target Russia’s energy revenues, shadow oil tanker fleet, banks and arms supply chains.
  • President Zelensky urged EU members to adopt a robust 18th sanctions package including a $30-per-barrel oil price cap and restrictions on shadow fleet captains and critical arms component suppliers.
  • Twenty-six of the 27 member states backed the summit’s Ukraine resolutions, with Hungary again objecting to statements on sanctions expansions and EU accession support.
  • The council’s conclusions reaffirmed Ukraine’s path to EU membership and set the stage for a Ukraine Recovery Conference in Rome on July 10–11 focused on reconstruction and reform.
