- EU talks to approve the 21st sanctions package have effectively stalled because several member states are demanding exemptions to protect shipping, fishing, tourism and bank interests, forcing negotiators to weaken or delay measures including the Urals oil price-cap proposal.
- Ukraine reported intense frontline activity on 20 July, saying its General Staff recorded 217 combat engagements with thousands of drone strikes and guided bombs used, and regional authorities reported civilian deaths and dozens of injuries from Russian attacks.
