EU Russian LNG Imports Surge 29% in First Half of 2025

Contractual conflicts coupled with political resistance are stalling final approval of the EU's phased ban on Russian gas imports

Overview

  • Eurostat reports that Russian LNG shipments to the EU reached €4.48 billion in H1 2025, up 29 percent from the same period last year.
  • Total EU LNG imports climbed to €26.9 billion over the same period, with U.S. supplies accounting for roughly €13.7 billion.
  • The European Commission’s draft regulation foresees bans on spot and new Russian gas contracts from mid-2026 and on long-term deals by January 2028, subject to temporary exemptions under a safeguard clause.
  • Germany’s state-owned SEFE, formerly Gazprom Germania, remains bound by existing supply agreements and is awaiting a finalized regulation before assessing its impact.
  • The Commission maintains that a phased implementation and safeguard mechanism will protect consumers from price shocks while alternative suppliers cover any shortfalls.
