Overview
- The European Public Prosecutor’s Office opened an offficio probe that on Friday, November 6 had Guardia Civil UCO officers collecting contracts and financial records at ADIF, the Agencia Estatal de Seguridad Ferroviaria and the Tribunal de Cuentas.
- The investigation was expanded after the October 28 Urda collision that killed 69 people and follows an earlier Fiscalía Europea inquiry linked to the Adamuz accident on the same Madrid–Seville corridor.
- Prosecutors are focusing on EU-funded work to modernize safety, signalling and communications systems on the Madrid–Seville high-speed line, with reporting highlighting contracts for LZB signalling among the records sought.
- Seized documents will be forensically reviewed by the Fiscalía Europea and could result in either the case being archived or formal judicial action in Spain’s Audiencia Nacional; any measures that affect individual rights would involve Spanish judges.
- The probe tests how the EU agency works with national police and auditors to protect EU financial interests and could reshape oversight of rail safety, affect future EU funding for infrastructure and shape accountability for victims and families.
