Overview

  • The European Commission proposed extending the Temporary Protection Directive for Ukrainians until March 2027 to maintain legal certainty as the conflict persists.
  • More than 4.3 million displaced Ukrainians currently benefit from the directive, which grants residence rights, access to employment and social welfare.
  • The Commission recommended that member states begin transitioning refugees to permanent legal statuses, including work permits and student visas.
  • A special EU envoy will be appointed to coordinate voluntary return programs in cooperation with Kyiv when conditions allow.
  • Unity Hubs will be launched across the bloc to guide refugees on legal options, integration pathways or preparations for voluntary return.
