EU Plan Lets Germany Seek 2026 Exemption From Migrant Relocations

Overview

  • An EU Commission analysis classifies Germany as at risk of migration pressure and allows Berlin to request relief from relocations in 2026, using Dublin-case offsets to reflect its prior burden.
  • Greece, Cyprus, Spain and Italy are designated as under migration pressure and eligible for solidarity through relocations or financial and material support.
  • The solidarity mechanism foresees at least 30,000 relocations per year and a funding floor of roughly €600 million, with implementation scheduled to begin in June 2026.
  • Austria, Poland, Bulgaria, Czechia, Estonia and Croatia are assessed as having a pronounced migration situation and can apply for full or partial exemptions through the end of 2026.
  • Member states must still agree the plan in Council as figures and national contributions remain confidential, with Germany welcoming the assessment and some capitals, including Poland and Hungary, resisting participation.
