EU Parliament to Enter Trialogue After Madrid Court Suspends Hand Luggage Fines

Overview

  • The Madrid High Court of Justice has provisionally suspended fines of about €108 million for Ryanair and €1.6 million for Norwegian over cabin bag charges.
  • In early June the EU Council agreed to reform passenger rights to allow airlines to charge for cabin bags exceeding 40×30×15 cm.
  • The European Parliament’s Transport Committee voted by a 38–2 majority to guarantee a free personal item plus a small cabin bag up to 100 cm and seven kilograms.
  • The parliamentary report also calls for children under 12 to sit free beside their guardians and for passengers with reduced mobility to travel with a complimentary companion.
  • Next steps involve trialogue discussions between the European Parliament, the EU Council and the European Commission to reconcile their opposing positions on hand luggage fees.
