Overview

  • On July 10 the European Parliament voted 360 against, 175 in favour and 18 abstentions to dismiss a motion of no confidence in von der Leyen’s Commission.
  • The motion filed by ECR MEP Gheorghe Piperea centred on ‘Pfizergate’ and missing SMS that an EU court ordered disclosed von der Leyen’s direct 2021 negotiations with Pfizer’s CEO.
  • National delegations split sharply: Fratelli d’Italia abstained by not voting, the Lega backed the motion and Forza Italia supported von der Leyen.
  • The Socialists and Democrats group won a binding guarantee to preserve the European Social Fund in the next seven-year EU budget in exchange for opposing the motion.
  • Despite surviving the vote, von der Leyen’s coalition has contracted further and now faces heightened scrutiny over environmental measures, budget priorities and institutional transparency.
