Overview
- The EU Packaging Regulation (PPWR) and Germany’s implementing law become applicable on 12 August 2026, and from that date new food-contact packaging may only be newly placed on the EU market if specified PFAS limits are met.
- Immediate legal duties fall mainly on manufacturers, importers and retailers, including registration, reporting of packaging volumes and participation in approved collection and recycling systems as assigned along the supply chain.
- Retailers must take system-participation and financing responsibility for their own brands and for some imports without a domestic intermediary, a change the Stiftung Verpackungsregister says companies must implement in time for the start date.
- Consumers should not expect instant shelf or disposal changes because existing stock placed on the market before 12 August can still be sold and new EU material pictograms and many design rules are subject to later transition dates.
- Enforcers can block non-compliant products from sale and firms face testing, material shifts and compliance costs that they may partly pass to prices, though large-scale empty shelves are not expected given transition rules and industry preparation.
