Overview

  • On May 27 the European Commission launched a formal probe under the DSA into Pornhub, Stripchat, XNXX and XVideos over insufficient measures to block under-18 users.
  • Regulators found each site lets visitors bypass age checks with a simple click confirming they are 18 or older without further verification.
  • Companies in breach of the DSA face penalties including fines up to 6% of worldwide revenue and possible bans on operating in Europe.
  • While Pornhub, XNXX and XVideos are designated Very Large Online Platforms, the Commission said Stripchat will exit that list but remain subject to DSA obligations during its status review.
  • A 2024 study by French regulator Arcom showed nearly 40% of minors in France access pornographic sites monthly, prompting calls for stricter online safeguards.
