EU Envoys Approve Largest Ever Russia Sanctions Package

The expansion aims to choke Russia’s defence supply chains to cut Kremlin revenue.

Overview

  • EU ambassadors approved the package on Oct. 7 and forwarded roughly 1,646 new listings—about 743 people and 826 entities—for formal adoption by EU foreign ministers on Oct. 12.
  • Diplomats say most new listings target Russia’s military‑industrial base, with more than half connected to missile production and firms that supply dual‑use machine tools and electronics.
  • At Estonia’s request the bloc removed one Russian rare‑earth supplier that provides material to the Estonian processor Silmet, slightly reducing the agreed totals.
  • Separately, the United Kingdom announced on Oct. 8 a 38‑designation package that sanctions two oil producers, 12 shadow‑fleet tankers, three crypto exchanges, two payment platforms and 17 suppliers of goods used in missile and drone production, bringing UK measures to cover over 90% of Russia’s oil output.
  • The move expands the EU blacklist well beyond the roughly 3,000 entries in force before this round, extends separate measures against Russian hybrid destabilization until Oct. 9, 2027, and is intensifying debates inside the bloc over trade dependencies and faster, more flexible sanction procedures.
