EU Commission Recommends Beginning Membership Talks with Ukraine

Formal recommendation for membership subject to Ukraine meeting several conditions; the formal talks would take years, and unanimous approval from EU's 27 member states is required for the process to proceed.

  • The European Union's executive, the European Commission, has recommended that formal EU membership negotiations with Ukraine should begin as soon as it meets the final seven reform conditions. These focus on corruption, lobbyists, and minority rights safeguards.
  • Ukraine has already met four out of these seven conditions. The remaining reforms relate to extensive corruption, the oligarchic monopoly on power and the requirement for laws to protect minorities.
  • The final decision on opening talks belongs to the leaders of the 27 EU member states, with the decision likely to take place in December. Any such decision needs unanimous E.U. support, with Hungary potentially acting as a block due to its ongoing dispute with Ukraine over minority rights.
  • Turkey's cached aspirations to join the EU appear to be stalled. The country's accession talks, which began in 2005, have not progressed significantly in recent times.
  • Currently, there is no defined timeline or deadline for Ukraine's potential EU membership. The country received candidacy status in June 2022, and completing the accession process could take several years.
