EU Bans TPO and DMTA in Cosmetics Starting Sept. 1

A recent CLP reclassification as presumed reproductive toxicants prompted the EU to prohibit these ingredients in all cosmetics.

Overview

  • The prohibition covers manufacturing, placing on the market, and use, so salons and consumers must not apply products containing these substances and existing stocks cannot be used.
  • Trimethylbenzoyl diphenylphosphine oxide (TPO) and dimethyltolylamine (DMTA) are widely used in gel and semi‑permanent nail systems as a UV/LED photoinitiator and an adhesion aid, respectively.
  • Both chemicals are listed as Repr. Cat 1B under the EU’s classification, labelling and packaging framework, indicating presumed toxicity for human reproduction.
  • Manufacturers must withdraw and dispose of non‑compliant products, and operators and consumers are advised to check ingredient lists to avoid items containing TPO or DMTA.
  • Sanctions and enforcement will be set by individual member states, with Italy reporting possible fines of €2,000–€15,000 or imprisonment of six months to two years for violations.
