EU Approves €1.241 Billion DANA Recovery Addendum as Valencia Starts Using Reserved Funds

The move marks a shift from emergency relief to long-term resilience investment.

  • The European Commission cleared an addendum to Spain’s recovery plan that channels €1.241 billion to areas hit by the October 2024 DANA, including the Valencian Community, Castilla-La Mancha and Andalusia.
  • Funding is structured across six blocks: €160 million for green mobility, €433 million for water, environmental and agricultural works, €325 million for disaster prevention via the ESCA+ satellite constellation, €81 million for employment, and €61 million for export support through ICEX.
  • An ICO special line of €181 million will provide liquidity, investment and adaptation financing for companies facing shocks such as sudden tariff changes.
  • Separately, the Valencian government drew €68 million from its €600 million reserved DANA fund, allocating €41 million to 19 environmental and public infrastructure projects and €27 million to Ferrocarrils de la Generalitat, lifting Metrovalencia’s budget to €96 million.
  • The DOGV now records €531 million remaining in the reserve, which officials describe as a planned drawdown mechanism, while the 2025 regional budget sets €2.364 billion for DANA-related spending in line with central government support.
