Overview

  • The agreement replaces the provisional wartime tariff suspension with a structured quota system for Ukrainian agricultural exports.
  • New duty-free ceilings for wheat, poultry, maize, honey and other staples will be higher than transitional limits but still below pre-invasion volumes.
  • All tariffs will be lifted on select products such as milk powder, mushrooms and grape juice.
  • Ukraine has pledged to phase in EU production and safety standards on animal welfare and pesticide use under the deal.
  • Legal teams in Brussels and Kyiv will review the text before ratification by the EU Council, European Parliament.
