EU and Italy Set Overlapping Charges on Low‑Value Parcels From July 1

Trade groups warn the measures could raise consumer prices, slow deliveries and divert cargo away from Italian ports and airports.

Overview

  • The European Union will end the €150 low‑value exemption and introduce a temporary €3 per‑article duty for B2C imports, effective 1 July, so each declared item in a parcel can incur the fee.
  • Italy will make operative a €2 national administrative contribution on parcels under €150 from 1 July as provided in the 2026 Budget law, creating the risk that consumers and businesses pay both national and EU charges.
  • Industry associations including Netcomm, Federlogistica and Federdistribuzione have formally asked Rome to suspend the €2 national fee until EU handling rules are in force to avoid what they call double charging and competitiveness losses.
  • Trade groups and customs authorities point to the French rollout in March, which led to mass rerouting and lower-than-expected revenue, and Italian customs plan stepped-up checks while some operators report early signs of diversion of flows away from Italy.
  • If Italy keeps the €2 fee and the EU later applies a €2 handling commission, associations estimate per‑shipment administrative charges could reach about €7 plus VAT, which would raise retail prices, increase processing delays and threaten logistics jobs and revenue in Italy.
