Overview
- On Sunday voters who were outside the municipality where they are registered could use the e-Título mobile app during voting hours to file an absence justification that the system verifies by geolocation.
- The app’s same-day pathway does not require attaching proof documents when used during the election day window and is available only for electoral records in regular or suspended status.
- If a voter cannot use e-Título they can fill out the Requerimento de Justificativa Eleitoral (RJE) PDF and deliver it in person at their nearest electoral section with a photo ID, even if expired.
- Voters who miss the election can still regularize their situation within 60 days after each turn using e-Título, the TSE online Autoatendimento service, or an in-person RJE, with 2026 deadlines of December 3 for the first turn and January 8, 2027 for a second turn.
- Failure to vote without presenting a justification or paying the fine can block access to public documents and jobs and lead to cancellation of registration after three consecutive missed elections, a rule that underpins the TSE’s push for faster digital options.
