ESPAD 2024 Finds Sharp Drop in Tobacco and Cannabis Use Among France’s 16-Year-Olds

OFDT credits tobacco price hikes alongside a denormalization of smoking.

Overview

  • France now sits below the European average across all substance-use indicators for 16-year-olds, according to OFDT’s presentation of ESPAD 2024.
  • Daily cigarette smoking fell from 16% in 2015 to 3.1% in 2024, and only 20% of 16-year-olds report ever trying tobacco.
  • Cannabis experimentation declined to about 8.4% in 2024, down from 31% in 2015.
  • Alcohol remains a concern, with roughly 70% having tried it and heavy episodic drinking reported at 22% in France.
  • OFDT links the declines to higher tobacco prices and shifting social norms; experimentation with other illicit drugs also dropped to 3.9%, below the 5% European average.
