Overview
- The Ente Regulador de Agua y Saneamiento (ERAS) published Resolución 41/2026 calling a virtual public hearing for 26 October 2026 with online registration open from 8 to 24 October and live streaming of the session.
- AySA’s technical proposal would replace the current 11 zonal coefficients with five levels and introduce a 10% surcharge for cloaca charges in the Radio Antiguo of Buenos Aires while assigning higher coefficients to closed neighborhoods and lower ones to barrios populares.
- Company estimates circulated with the filing show a projected 7.3% rise in revenues—about $140,057 million at September 2026 rates—and that 55–60% of users would see average bill increases of roughly 22–23% while others would see cuts or no change.
- To soften impacts on households, AySA proposes phased implementation with a 5% monthly cap on zonal increases and staged removal of a 15% low-zone discount, and it says all extra revenue would be directed to expand the Tarifa Social.
- The public hearing is advisory but ERAS must record how submissions influenced its final decision and the regulator’s ruling will come as a separate concession sale process for AySA continues, meaning the debate could affect both tariff rules and the concession terms.
