EPFO Launches Employee Enrollment Scheme 2025 to Formalise Workers

The amnesty-style window waives undeducted employee contributions with a Rs 100 penalty to draw more workers into formal social security.

Overview

  • The scheme took effect on November 1, 2025, offering a six‑month window through April 2026 for employers to declare left‑out eligible employees.
  • Coverage applies to workers missed from EPF between July 1, 2017 and October 31, 2025, with declarations to be made via the EPFO portal.
  • Employers need not remit the employee’s share if it was not deducted earlier and must pay only the employer’s share, administrative charges, and a lump‑sum Rs 100 penal charge per establishment.
  • The launch coincided with EPFO’s 73rd Foundation Day at Bharat Mandapam in New Delhi, where Minister Mansukh Mandaviya underscored goals of ease of doing business and workforce formalisation.
  • EPFO highlighted ongoing upgrades including a forthcoming EPFO 3.0 platform, recent digital services such as the Centralised Pension Payment System, Aadhaar and face authentication, and alignment with PMVBRY’s goal to incentivise 3.5 crore new jobs.
