England Regulator Bans Teacher Indefinitely Over Sexual Messages to Child

Despite a police case closing with no action, the teaching regulator imposed a lifetime prohibition after reviewing explicit messages and voice notes.

Overview

  • Teacher Regulation Agency chief Marc Cavey ordered an indefinite prohibition on Lianne Barclay with no right to apply for restoration.
  • The panel found Barclay’s contact with a child under 16—who was not her pupil—was sexually motivated and breached safeguarding boundaries.
  • Evidence included messages and voice notes with phrases such as "I was horny," "Can't wait for a cuddle," "you're mine," and "Brilliant, you gay yet??"
  • Barclay was suspended on September 2, 2019, resigned on August 31, 2020, and the police investigation concluded with no further action on April 26, 2021.
  • In submissions to the panel, Barclay said the child was a family friend, denied sexual intent, alleged discrimination, and has since worked outside education.
