England Overhauls Flood-Defence Funding With £10.5bn Plan and 2026 Rule Changes

  • The programme allocates £10.5 billion through 2036 to build new defences and repair ageing assets, targeting protection for nearly 900,000 properties.

  • From April 2026, all prioritised projects up to £3 million will receive full government funding, with larger schemes getting the first £3 million plus 90% of remaining costs.
  • Refurbishment of existing defences is put on the same footing as new works, with expanded backing for natural flood management such as floodplain restoration and leaky dams.
  • Project approval will focus on value for money, with contributions from partners like businesses, wildlife groups and farm clusters more strongly recognised to unlock external investment.
