Electoral Justice Says Missing First Round Doesn’t Bar Brazilians From Runoff

Authorities say voters who skipped the Oct. 4 vote have 60 days to justify their absence to avoid a fine or administrative blocks.

Overview

  • Electoral Justice treats each round as a separate election so people who missed the Oct. 4 first round can still vote in the Oct. 25 second round if their registration is regular.
  • Voters have 60 days after each round to submit a justification and the deadline for the Oct. 4 absence is December 3, 2026.
  • You can file a justification through the e‑Título mobile app, the TSE Autoatendimento online service, or by sending the Requerimento de Justificativa Eleitoral (RJE) with proof to your electoral zone.
  • If a voter does not justify a missed round they face a R$3.51 fine per absence and restrictions such as blocked passport or ID issuance, barred public employment or exam entry, and possible cancellation after three unpaid, unjustified missed elections.
  • The Oct. 4 first round registered a 21.08% abstention rate (about 33.5 million eligible voters), a level that has made regularization and turnout a major administrative and political concern for the runoff.
