Nearly five crore electors can confirm their details without documents, with volunteers and booth agents deployed to support the verification process

Two days after the ECI’s announcement to start the SIR of electoral rolls, West Bengal chief minister Mamata Banerjee said the move was more dangerous than the National Register of Citizens (NRC).

Overview

  • The EC has published Bihar’s January 1, 2003 electoral roll online and provided hard copies to booth-level officers for the ongoing special intensive revision
  • Voters listed in the 2003 roll—about 60% of the 7.89 crore electorate—need only submit a filled enumeration form, while the remaining 37% must supply birth and parental documents
  • Over 100,000 volunteers and 154,977 party-nominated booth-level agents are assisting vulnerable groups and monitoring every stage of the roll verification
  • Chief Election Commissioner Gyanesh Kumar defended the exercise under Article 326 and electoral law, emphasizing its goal to include all eligible voters and exclude ineligible names
  • This marks Bihar’s first intensive revision since 2003 and will be followed by similar roll updates in Assam, Kerala, Puducherry, Tamil Nadu and West Bengal before their 2026 elections
