Election Commission Says ECINet Is Decentralised and Field Officers Keep Statutory Control

The EC argues centralised cyber protection is needed to shield the voter database from large-scale attacks.

Overview

  • The Election Commission told reporters on Thursday that ECINet is a decentralised portal where only designated field officers can perform statutory actions on electoral rolls.
  • Officials said booth-level officers, assistant electoral registration officers, electoral registration officers, district election officers and chief electoral officers log in with unique IDs and passwords to register, correct or delete entries.
  • ERONET has been folded into ECINet as the Electoral Roll module so roll management and voter services now run through a single integrated platform.
  • The EC said it provides centralised cybersecurity for ECINet and pointed to roughly 68 lakh malicious attempts on a past counting day as the reason for that protection.
  • Questions remain after two Election Commissioners raised concerns about increasing central control and reports from Goa that software lacked a rollback option, which left 97 voters identified as eligible unable to be restored and has prompted calls for technical fixes and clearer access audits.
