Overview
- The second phase of the Special Intensive Revision covers nine states and three Union Territories, affecting about 51 crore electors.
- Enumeration runs November 4–December 4, draft rolls publish December 9, claims and objections are open until January 8, inquiries end January 31, and final rolls are due February 7, 2026.
- Unlike routine updates, every elector must submit a new enumeration form and Booth Level Officers will conduct door-to-door verification; documents are not required at enumeration unless a mismatch is flagged or a notice is issued.
- DMK has filed a Supreme Court petition calling the exercise unconstitutional and a ‘de facto NRC’, as the ECI defends its powers under the Constitution and election laws and set out the process before the Madras High Court.
- Assam is excluded due to a Supreme Court–supervised citizenship verification, while Bihar’s earlier SIR—reporting roughly 68 lakh deletions—prompted procedural tweaks including expanded indicative documents such as Aadhaar and Bihar’s post-SIR list.
