Election Commission Kicks Off Phase 2 of Voter Roll Revision as Door-to-Door Enumeration Begins Nov. 4

UP officials said voters will only self-sign forms during home visits, with documents required later if a hearing is called.

Overview

  • Phase 2 covers 12 states and Union Territories and roughly 51 crore voters, with printing of enumeration forms underway since Oct. 28.
  • Booth Level Officers will visit each household at least three times between Nov. 4 and Dec. 4 to distribute two copies of the form, collect one, and issue a signed receipt.
  • No documents are needed during household enumeration; proof is sought only at hearings if a voter’s details cannot be matched with records from the last SIR.
  • If a name cannot be linked to the 2003 list, the Electoral Registration Officer will issue a notice for a hearing where indicative documents such as passports, birth or matriculation certificates, government IDs, NRC where applicable, and Aadhaar per ECI rules may be presented.
  • Draft rolls will be published on Dec. 9 with claims and objections accepted through Jan. 8, verification continuing to Jan. 31, and final rolls due Feb. 7, 2026; Varanasi has aligned its local schedule with these dates and voters may also submit forms online at voters.eci.gov.in.
