‘El Monstruo’ Arrested in Paraguay After Cross-Border Sting

Peru moves to bring him back under a preapproved extradition request.

Overview

  • Erick Luis Moreno Hernández, accused leader of Los Injertos del Cono Norte, was captured in a rented home in San Lorenzo after more than three months of coordinated intelligence work.
  • Peru and Paraguay coordinated with Brazil and Interpol while investigators traced illicit finances to locate the fugitive despite his altered appearance.
  • Peru’s Cabinet had already approved extradition under Resolution Supreme N° 169-2025-JUS, and a PNP envoy was dispatched to Asunción to speed the transfer, with expulsion also under discussion.
  • Paraguayan police said Moreno tried to bribe officers with up to $1 million to avoid arrest, while no firearms were found and seized items are under analysis.
  • Moreno, who has a 32-year sentence in Peru, denied some accusations and alleged corruption and tipoffs within the PNP, claims that authorities say will be clarified through ongoing inquiries.
