EH Bildu and Elkarrekin Challenge Vitoria-Gasteiz’s 2026 Tax Plan, Opposing 5.8% Waste Fee Rise

A fast-track debate next week follows uncertainty over the reworked waste contract.

Overview

  • The PSE–PNV draft lifts municipal taxes, fees and public prices by 2.7% for 2026 and raises the household waste bill by 5.8%, with new income bands and higher charges for some elder services.
  • EH Bildu proposes a 2.2% overall increase, rejects the 5.8% waste hike and the planned rises for home-help and other senior services, and calls for expanded social discounts.
  • Elkarrekin Podemos files 17 amendments seeking to cap the general rise at 1%, revamp commercial waste charging with a door-to-door model, and increase organic-recycling rebates to 15% plus 5% for Reutilizagune users.
  • The city is developing an app to show each household’s brown-bin openings toward the recycling discount, after only 2.3% of homes qualified for the current 10% rebate this year.
  • Opposition amendments will be debated on Wednesday, as critics question charging residents before a €355 million, 10-year waste contract is re-tendered and its costs and timing are settled; the Social Council views a 2.7% rise as broadly in line with inflation.
