- Under the new rules clubs may still face a fee restriction but only for one transfer window, and they will retain the right to appeal any sanction.
- The league stressed it can still impose tougher penalties in serious or persistent defaulting cases, preserving its ability to deter repeated late payments.
- The reform will apply to all 72 EFL clubs from next season and was announced alongside the re-election of Rick Parry as chair and Caroline Artis as an independent director.
