Overview

• The Office for Civil Rights concluded that Alexandria City, Arlington, Fairfax County, Loudoun County and Prince William County violated Title IX by allowing transgender boys to use girls’ bathrooms and locker rooms
• OCR sent each district a resolution agreement requiring facility access be based strictly on biological sex and the adoption of “male” and “female” definitions by August 4 or face potential enforcement action, including referral to the Justice Department
• Prince William County Public Schools said it will thoroughly review the proposed measures and work collaboratively with the Education Department to ensure compliance and uphold student dignity
• Spokespeople for Alexandria City, Arlington, Fairfax County and Loudoun County Public Schools did not respond to requests for comment on the findings or agreement terms
• The investigation was launched in February after conservative group American First Legal filed complaints citing Grimm v. Gloucester County School Board as legal precedent
