Edomex Sets History-Based Traffic Fines for Nov. 25 Rollout, Tightens Motorcycle Rules

Officials say history-based ranges with automated monitoring aim to curb repeat offenses.

Overview

  • Fixed amounts are replaced by three tiers applied to each violation based on payment history: minimum for clean records, medium for 2–3 unpaid fines, and maximum for 4 or more unpaid.
  • Using a cellphone while driving can be fined up to 20 UMAs for repeat offenses, with possible vehicle impoundment at the authority’s discretion.
  • Article 89 prohibits carrying passengers under 12 or minors who cannot sit or hold on properly on motorcycles, with fines set at 16–20 UMAs (about 1,814–2,268 pesos).
  • Motorcyclists must be adults with a valid license and wear certified helmets less than five years old, with additional limits on passing and cargo to preserve stability and visibility.
  • Expanded plate readers and video surveillance will assign the tier automatically by driver or vehicle history, citations must list full case details with appeal steps, and a share of proceeds will fund road and mobility improvements.
