- Drivers qualify if their last verification hologram is from the second half of 2023 or earlier and they did not complete reemplacamiento or a plate change in 2024–2025.
- Exclusions include vehicles with 00 hologram from 2023, vehicles with holograms 0, 1 or 2 from 2024 or the first half of 2025, and owners who replated in 2024–2025 but failed to verify on time.
- To obtain the waiver, motorists must book through the state verification portal, pay the verification service fee, and complete the check per the plate schedule to receive a second‑semester 2025 hologram by December 31, 2025.
- The 2025 reemplacamiento runs from April 1 to August 31 for private vehicles with 2020 plates and for 2019‑or‑older plates that skipped renewal in 2024, with August assigned to plate terminations 9 and 0.
- Missing reemplacamiento can trigger a roughly 2,200‑peso sanction, plate removal, impoundment and inability to verify, while online initiation and home delivery options are available to facilitate compliance.
