ED Files PMLA Prosecution Complaint in Chhattisgarh PSC Exam Scam

The filing advances a money‑laundering case that ties alleged question‑paper leaks and paid selections to bank transfers and a CSR routing and moves the matter into a Special PMLA Court for trial.

Overview

  • The Enforcement Directorate filed a detailed prosecution complaint before the Special PMLA Court in Raipur on Tuesday that runs to about 99 pages and is supported by roughly 3,700 pages of documents.
  • The complaint names seven accused led by former CGPSC chairperson Taman Singh Sonwani and including Shravan Goyal, Lalit Ganvir, Utkarsh Chandrakar, Vikas Chandrakar, Anil Chandrakar and Chetan Borghariya.
  • The ED says it has so far quantified proceeds of crime at about ₹3.28 crore, reporting ₹3.13 crore collected from candidates for advance access to papers and roughly ₹45 lakh shown as CSR funding routed to Sonwani’s Gramin Vikas Samiti.
  • The agency has already made arrests and provisional attachments: Sonwani was taken into ED custody on July 25, 2026, Utkarsh Chandrakar on September 1, 2026, and Chetan Borghariya on September 11, 2026, and movable and immovable assets worth about ₹47 lakh have been provisionally attached.
  • The ED action builds on FIRs by the Chhattisgarh EOW and a CBI predicate probe from 2024–25 and will keep the focus on evidence‑heavy asset tracing, witness records and court testimony with wider implications for public trust in state recruitment.
