Ecuador Votes on Foreign Bases, Party Funding, Smaller Assembly and a Constituent Assembly

The CNE is running the nationwide referendum under a 118,000-strong security deployment, with official results scheduled to begin publishing at 7 p.m. local time.

Overview

  • Polling stations are open from 07:00 to 17:00 local time, after which counting begins and the first tallies are due from 19:00.
  • Voters face a single ballot with four binding questions: allowing foreign military bases, ending state financing for political parties, reducing the size of the National Assembly, and convening a Constituent Assembly.
  • Roughly 14 million people are on the electoral roll, with voting mandatory for citizens aged 18 to 64 and voluntary for 16–17-year-olds, those 65 and older, active-duty police and military, and Ecuadorians abroad.
  • About 118,000 police and military personnel are deployed to guard polling sites, borders, prisons, strategic areas, and electoral facilities across the country.
  • The CNE is accepting expired IDs if legible and has implemented accessibility measures including 9,558 Braille templates and the Voto en Casa service, alongside a nationwide alcohol ban in force through midday Monday with fines for violations.
