ECI’s Voter Roll Overhaul Enters Hearing Phase: UP Deletes 2.89 Crore, Bengal Starts Dec 27

Two-level document checks will guard against forged papers during claims and objections.

Overview

  • Uttar Pradesh finished enumeration on December 26 with nearly 2.89 crore deletions, citing about 1.26 crore permanently shifted, roughly 46 lakh deceased, over 23 lakh duplicates and more than 84 lakh untraceable, with draft rolls due December 31 and final rolls on February 28.
  • West Bengal begins hearings on December 27 for around 32 lakh ‘unmapped’ electors across 3,234 centres, accepting 12 specified IDs with Aadhaar not valid as a standalone proof, under supervision by thousands of micro-observers.
  • The Election Commission has mandated two-stage verification of supporting documents first by Electoral Registration Officers and then by District Magistrates/DEOs, with West Bengal officials instructed to complete checks for those lacking 2002 roll links within five days.
  • Domicile certificates issued in West Bengal after July 2025 will face special scrutiny for authenticity and eligibility, with micro-observers asked to flag irregularities and forged or fraudulently obtained papers subject to prosecution.
  • In Tamil Nadu, authorities issued notices to nearly 10 lakh voters and will run four special enrolment camps, while revenue offices will provide residence or nativity certificates free of cost through January 25 to help voters complete SIR requirements.
